Plan Commission backs rezoning of former Brown County Library at 1060 Orlando Drive

The Ashwaubenon Plan Commission on March 3 recommended approval to rezone the Brown County Library property at 1060 Orlando Drive (parcel VA-99-2-E) from P Public Use to B-2 General Business.
Aaron, a village staff member, presented the request and said the proposed zoning is consistent with adjacent parcels. He read land-use objectives from the comprehensive plan that guided the recommendation: promoting mixed residential, commercial and institutional uses; encouraging compact infill development; and ensuring compatibility with adjoining uses.
Aaron noted the building is still the Brown County Library until the county's new library at the promenade on Cormier opens this year. Commissioners asked whether Brown County had approached the Ashwaubenon School District because of the building's proximity to district property; Aaron deferred that question to Sarah Sugden.
Sarah Sugden, introduced in the meeting as a representative of the library, said she lives in Green Bay and described the county's process. "When we determined that we were no longer able to remain in the current building because the site didn't provide for this opportunity to build out in the way that we need ... we came to you all first when we were looking to put it ... on this new iteration of life," she said. Sugden added that the county checked with the school district and that neither the county nor the school district needed the building, so it was placed on the open market.
A commissioner moved to recommend approval of the requested rezoning, the motion received a second, and the commission approved the recommendation by voice vote. The recommendation will be forwarded to the Village Board for a March 24 public hearing and final action.
Commissioners asked whether a future purchaser could request a different zoning (for example, R-3 single- or multifamily); Aaron said a purchaser seeking a different use would need to apply separately for rezoning.
