Homeowner April Ramjoue Harrell asked the commission March 10 to recommend annexation of her 0.60-acre parcel at 1325 Chicago Street so she can legally build an accessory shop after an earlier unauthorized lot split left the parcel in an irregular status.
Ramjoue Harrell described the transactional history and said she had paid builders and completed excavation before learning the lot split prevented construction under Canyon County regulations. "We just bought this kind of really expensive house... and I cannot build and I'm going to lose that money," she told the commission.
Staff explained that the property lies at the edge of city limits in the Residential Mixed-Use designation and that annexation would make the parcel subject to city setbacks and building codes. Staff also noted the existing slab was poured incorrectly and must be removed and replaced so any new shop would meet city setbacks; engineering and building conditions would apply at permit stage.
No public opposition was raised. The commission voted to recommend approval to City Council, noting that the applicant will need to complete standard engineering and building reviews and obtain required permits.
