Commission recommends annexation and IL zoning for long-running landscaping business

The commission on March 10 recommended annexation and IL (Light Industrial) zoning for parcels used by Clearwater Landscaping, a business with roots in Canyon County that the applicant said has operated locally since 2006.
Carrie Smith, representing the applicant, said the request is not for a new business but to bring the existing site into city jurisdiction so those operations comply with municipal code. She said the property has been used for vehicle and equipment storage, nursery materials and other landscaping supplies and that the business has been a long-time community partner.
Damien Snodgrass presented staff analysis noting a December 2025 comprehensive-plan map amendment changed the future land-use designation to industrial and that the IL zone allows the proposed landscape-construction uses. Engineering and building departments provided standard conditions for site accesses, abandonment of onsite wells or septic if applicable, and building-permit compliance.
No public testimony was submitted. Commissioners voted to recommend approval with the recommended conditions and findings; the recommendation will be forwarded to City Council for final action.
