Staff explained the turbo blowers are high‑efficiency oxygenation blowers installed in 2010; they provide oxygen to the aeration basins and require specialized maintenance. A staff presenter described the equipment as "almost like jet engine airplanes" and said the assemblies will be sent to Korea for rebuilding, a process expected to take roughly six months. Staff said the original units have paid for themselves many times over in energy savings.
The board discussed the percentage increase to the contract and the history of prior O&M and change orders (original contract issued in 2023, prior small change order in 2025 for electrical components). The amendment was moved, seconded and approved.
