• B‑1 (Rezoning 359 & 371 South Wagner Road): Council Member Dish moved and Council Member Briggs seconded approval of rezoning two parcels from single-family to two-family to permit duplexes; the Planning Commission had recommended approval and the council approved the ordinance.
• B‑2 (Water rates), B‑3 (Stormwater rates), B‑4 (Sewer rates): Council approved the proposed changes to water, stormwater and sewer sections of the municipal code after brief discussion. Councilmember Malik noted that Ann Arbor’s utilities practice asset management and that high-performing utilities carry higher costs.
• C-series (C1–C3): Ordinances amending the Unified Development Code and adding sustainable energy utility rate schedules were moved and approved.
• DS1–DS4 (millage measures and intents): Council voted to order elections for a 2027 street, bridge and sidewalk millage (DS1) and a 2027 new sidewalk construction millage (DS3) and approved intent/resolution language on use and administration for both millages (DS2, DS4). DS2 and DS3 were adopted by roll call with affirmative votes read for Briggs, Cornell, Dish, Harrison, Watson, Malik, Radina, Ghazi Edwin, Mayor Taylor and Eyer; Councilmember Akman was absent. DS4 was amended on the floor (Briggs’ amendment to Attachment A) to clarify that new sidewalk millage funds may be used for sidewalks adjacent to properties outside the downtown development district, for single- and two-family houses within the DDD, for city-owned parcels and for railroad parcels.
• Consent agenda and minutes: The consent agenda was approved with CA 11 pulled for discussion; the minutes of April 20, 2026 were approved.
Public hearings: Several public hearings on zoning and rate changes (water, stormwater, sewer, and multiple fee adjustments) drew no public comment; Fairview Cemetery fee adjustments prompted a resident question about 20–50% fee increases and infant burial fees rising from $350 to $500.
Votes were generally unanimous among the attending members; one councilmember was recorded absent during roll calls.
The council’s actions advance bond authorization for affordable housing, rate adjustments, code updates and voter consideration of new infrastructure millages; implementation and project-specific spending will follow staff processes and subsequent appropriation steps.
