Council approves downtown service-team pilot to keep cleaning, maintenance work in-house

The Ann Arbor City Council approved a resolution directing periodic downtown cleanups and advancing a pilot downtown service team intended to consolidate maintenance and cleaning work with in-house city staff and DDA coordination.
Council members supporting DC1 said the approach preserves union jobs and retains tax dollars within city operations while addressing downtown cleanliness, maintenance and placemaking. Council Member Iyer described the resolution as a way to deliver permanent, year-round city positions and oversight. Council members Cornell and Radina expressed support and emphasized a cautious, data-driven pilot.
Ms. Thompson, participating by phone for the Downtown Development Authority, outlined two primary buckets of work for the pilot: maintenance tasks currently contracted out (tree grate and paver repair, bench and bike hoop maintenance, holiday lights) and expanded service functions (sidewalk cleaning, graffiti and handbill removal, snow removal at ADA ramps and bus stops). She said the pilot will test hospitality-oriented roles (light visitor assistance and business communications), use stakeholder input and visitor-activity data to shape evaluation metrics, and include management of retractable bollards for events once that program is implemented.
Council approved the resolution after discussion. The resolution tasks city staff and the DDA with designing a pilot that reports back on scope, frequency and metrics; implementation timing and staffing levels will be set through staff planning and budget processes.
