County switches EMS billing vendor; officials say change will save about $173,000 a year

The Department of Emergency Services asked the board to authorize a contract with EMS Management and Consultants, Inc. to handle ambulance billing and collections. Staff said the county’s prior vendor had declined to continue service for the county’s package of volunteer EMS companies and that the new vendor—selected based on Harford County’s competitive procurement—offered better customer service and a lower fee structure.
Department staff projected the change would reduce billing fees from approximately 9% to about 5.5%, producing estimated annual savings of roughly $173,000 and addressing long‑standing customer service complaints. Commissioners approved the contract and directed staff to execute the agreement.
Emergency Services staff noted that eight volunteer fire companies that provide EMS through the county supported the switch after reviewing Harford County’s procurement and the prospective vendor’s performance records.
