Commissioners approve 61,750 gpd allocation for 247‑unit Fox Farm subdivision in Sersville with $100,000 deposit

The county granted water and sewer allocation to Fox Farm LLC for a proposed 247‑unit subdivision in the Sersville town limits on April 14, 2026, conditioned on immediate deposit and staged fee payments. Public Works staff said the project requires 61,750 gallons per day and outlined a phasing and payment schedule that requires an initial $100,000 deposit within three calendar days of approval and additional per‑lot fees tied to plat recording and permit issuance.

Developer Lindsey Dixon described the project as phased (about 171 single‑family homes and 76 townhouses) with initial townhome pricing expected in the low $300,000s and single‑family homes starting in the low $400,000s. Dixon said the first phase will include townhouses adjacent to the middle school and that the team will work with county staff and the town on coordination of permits and infrastructure.

County staff noted the applicant negotiated a public works agreement originally drafted before county takeover of the service area; staff described the payment terms as favorable compared with more constrained conditions on Kent Island because demand there is higher. The commissioners voted to grant the allocation and required the deposit and conditions as described.

The allocation decision authorizes phased engineering and permitting activity under the condition that the developer complete required deposits and coordination with town officials. Staff said the project will continue through standard development‑review steps before building permits are issued.
