Commissioners expressed urgency, noting observed near-misses and concern that without action a fatality could occur. The commission moved, seconded and approved authorization of the engineering study by voice vote.
Next steps: staff will finalize the billing arrangement with Berg and the port, execute the engineering contract and return with the study results and any recommended construction schedule and cost estimates.
