APC approves two TIP amendments, adding a ramp project and reallocating federal funds

The Tippecanoe County Area Plan Commission MPO Policy Board on May 14 unanimously approved two resolutions to amend the 2026–2030 Transportation Improvement Program (TIP), staff said. The board approved resolutions T2604 and T2605 after presentations by APC staff member Doug.

Doug, identified in the meeting transcript as APC staff, told the board that the Crawfordsville District Office of the Indiana Department of Transportation (INDOT) requested minor changes to eight projects under T2604 — including work on State Road 38, State Road 52, Sagamore Parkway, signal projects and the 65/43 interchange — and that one project’s preliminary engineering date would move from 2026 to 2027. He said the amendment also adds a new ramp improvement project on or near 231/52 on the west side of West Lafayette between Cumberland Avenue and Airport Road, and removes a maintenance project at the veterans home that INDOT reported would be done by other forces. "We have received a request from the Indiana Department of Transportation, specifically the Crawfordsville District Office to amend the TIP," Doug said. The Technical Transportation Committee and APC staff recommended approval.

The board moved and seconded T2604 and approved it by roll call; all present members voted yes.

On T2605, Doug described a three-part amendment that involves INDOT central office apportionments and local programming. He said INDOT provided final FY2026 federal apportionments and the APC received an additional $68,338 that staff programmed into the first emergency vehicle preemption project after low bids came in above the engineer’s estimate. "The amount is $68,338, and we have until September 30 of this year to obligate the funds," Doug said. He also said staff processed a funding trade with the Bloomington MPO to help fully fund phase one (staff-corrected) of a project targeted for fiscal year 2028, and that FY2027 federal apportionments declined by $73,025; the technical committee recommended spreading that reduction across three projects.

The board voted to approve T2605 by roll call; all present members voted yes.

What this means locally: the amendments adjust project timing and funding to reflect INDOT apportionments and recent bid results, add a ramp improvement project in the West Lafayette area, and remove one maintenance item from the TIP because another party will undertake that work. APC staff said these changes were reviewed by the Technical Transportation Committee before the board vote.

Next steps: both resolutions passed at the May 14 meeting. APC staff indicated they will follow up with more detailed scheduling and funding paperwork with INDOT and federal partners as required.
