Montgomery County Council approves several FY27 fees and charges

Montgomery County Council members approved a set of FY27 operating fees and charges on Wednesday, clearing several measures quickly before turning to a longer budget debate.
The body approved a 7.5% increase in community use fees for Montgomery County Public Schools facilities and the Silver Spring Civic Building after a motion moved by Council Member Will Jawando and seconded by Council Member Don Lukey; the clerk recorded the tally as 10–1 and the motion passed. Council also approved the FY27 County 911 fee (moved by Council Member Sydney Catz, seconded by Council Member Laurian Sales) and the FY27 transportation fees and charges (moved by Council Member Glass); both measures passed unanimously. Other routine items approved included Executive Regulation 2-26 (systems benefit charges) and FY27 solid-waste service charges.
Those votes took place early in the meeting before council members turned to Item 7 and Item 8: a contentious vote to set a progressive income tax rate and an extended work session on the FY27 operating budget revenues and expenditures.
The council president recessed the meeting for a mid-day break as members prepared to consider remaining budget reconciliation items.
The actions taken on fees are procedural approvals of the rates and regulations presented by staff. No statutory citations were raised during those votes.
The council is scheduled to reconvene at 1:30 p.m. to continue budget deliberations and act on outstanding reconciliation items.
