Jonathan Springer, RDA director, said the survey‑area resolution is the statutory first step that permits data collection and evaluation; it does not create a project area or obligate the council to future action.
Springer showed maps of the proposed survey area and said the city owns multiple parcels in the boundary, including Stonebridge Golf Course land; he said the survey area would be relatively large (staff estimated several hundred acres during Q&A, with back‑and‑forth estimates that included "a couple 300" and later "just under 600" as part of the discussion) and that the presence of large city‑owned parcels could shape how future redevelopment dollars are spent.
Staff highlighted that Granite School District owns a substantial tax share in the area (discussed in the meeting as roughly 42 percent of the tax base in the study footprint) and that the district’s willingness to participate or not will materially affect any future project-area plan. Springer said the RDA will return to the council with more detailed data and any proposed boundaries if the survey results and stakeholder outreach indicate a project area is appropriate.
Council members asked practical questions about acreage, major landowners and the process; staff said the survey stage buys time to compile tax and parcel data and to solicit input from landowners and school‑district officials. No binding action to create a project area was taken at the study meeting.
