Philomath public works details grant-backed 19th Street sewer work, flags aging pump station

Public works staff told Philomath’s committee on May 11 that the 19th Street/Industrial Way sewer project has a substantial grant commitment the city manager secured, which makes the project viable to move forward when engineering and match funds are confirmed. The committee heard the Applegate/20th trunk sewer will likely be two to three years from construction and requires upsizing from an 8-inch to a 12-inch line to serve planned development.

The Newton Creek Pump Station (near Chapel Drive) was described as operating in degraded, highly corrosive conditions and “limping by”; staff said the pump station likely needs replacement rather than a short-term patch, and estimated the repair scope could exceed half a million dollars. Staff and council discussed options to trigger upgrades through adjacent development, use System Development Charges (SDCs) or reimbursement districts, or seek short-term financing if timing requires advancing the work.

Staff cautioned the city does not currently have funding to begin full engineering for some sewer projects and that for the 19th Street project they are awaiting cost estimates and the outcome of the grant match calculations. The committee emphasized that development in the 20th Street area could accelerate the trunk sewer work and help fund pump station upgrades via SDCs or developer contributions.

Next steps: staff will pursue engineering cost proposals, confirm grant match requirements for 19th Street, and continue coordination with developers and finance staff on SDC/reimbursement options.
