Board approves budget amendments, appointments and resolutions; sets Pound boundary hearing and holds closed session
Summary
The Wise County Board approved budget amendments #48 and #49, monthly appropriations (with school funding deferred to June), several appointments and resolutions including Res. #24-2026 and Res. #25-2026, and set a public hearing on the Town of Pound boundary adjustment for May 14, 2026; the board also entered and certified a closed session under Code of Virginia exemptions.
At its April 9 meeting, the Wise County Board of Supervisors approved several administrative and fiscal items, appointed representatives to regional bodies, set a public hearing on a Town of Pound boundary adjustment and held a closed session on investing public funds, legal consultation and personnel matters.
Budget and appropriations: Supervisors approved budget amendments #48 and #49 on a motion by John T. Schoolcraft, seconded by Randy Carter; the motion passed unanimously. The board also approved monthly appropriations for May, with the exception of school funding which was deferred until June; that motion was made by Randy Carter and seconded by Steve Bates and passed unanimously.
Appointments and resolutions: The board approved Resolution #24-2026 (Regional Improvement Commission funds) with modified language to add "education and public safety" (motion by Chairman J. H. Rivers, seconded by Fred Luntsford). District recommendations for the Board of Equalization were acted on (Bobby Ring for District 1; Ralph Gilley for District 3; Dick Houchins for District 4; District 2 was tabled). Kathy Stewart was reappointed to the Wise County Tourism Committee and B.J. Garrison was appointed to the SWVA Emergency Services Council. A number of other appointments were tabled to the May meeting.
Town of Pound boundary adjustment: A request from the Town of Pound prompted discussion; after attorneys noted that a public hearing and a memorandum of understanding are required, Supervisor Randy Carter moved to set a public hearing for May 14, 2026, at 6:00 p.m.; Chairman Rivers voted no and the motion carried 7–1.
Closed session and certification: The board entered a closed session under the Code of Virginia (Section 2.2-3711 subsections (A)(6), (A)(7) and (A)(1)) and later reconvened. Supervisor Fred Luntsford read and moved approval of a resolution certifying that only matters lawfully exempted from open meeting requirements were discussed; Chairman Rivers seconded and the resolution (Res. #25-2026) passed unanimously by roll call vote.
The meeting recessed at 10:45 p.m. and was continued to an April 14, 2026 meeting at 10:00 a.m. in the County Administrator’s Office conference room.
