Internal Services Manager Aaron Romero explained the solid‑waste proposal (an illustrative 6% annual increase for single‑family bundled collection that would add roughly $3–$4 per month) and the water proposal (revenue increases of about 4.25% in the first two years and 4.5% in year three; a typical single‑family home could see a 15% increase in year one). Romero said Proposition 218 notices were re‑mailed after an initial mailing error and that the city must allow the required period for protests and potential objections.
Residents at the meeting urged caution given the cumulative cost of multiple proposed increases. Pam D. Jones and a caller identified as Arlene Navarro (Belhaven neighborhood) said fixed‑income residents and renters could face hardship if multiple fees rise. Following public comment, the council continued both hearings to June 9 for final consideration and protest handling; no rates were adopted tonight.
