Seth Ricker, who identified himself as a Vermillion County resident, introduced a proposal May 14 to establish temporary housing for construction workers (RV spaces) on two parcels near West Jackson, on land he recently acquired. Ricker said he has cleaned the property, found existing holding tanks and intends to work with the health department to ensure adequate septic capacity.
Ricker said the lots together amount to nearly four to five acres and that he initially believed he could locate 12 RV spots per parcel; he was informed by staff that the UDO limits recreational vehicles to a maximum of nine per lot or lots in combination under the same ownership. "If I have to cut it down to nine total, it would hurt me really bad," Ricker said, explaining why he was seeking clarity on whether the two parcels could be treated separately.
Staff told the commission Ricker will need to apply for rezoning to RR and seek a BZA special exception; the health department will review tank/septic capacity, and state rules apply when 10 or more RV units are proposed. Neighbors were noted in the record and staff confirmed Ricker will return with formal applications; the board expects to see rezoning and special-exception paperwork on the June agenda for APC and BZA review.
