Senate passes veterans package including pay increases, task force and education pathway amendments

The Senate passed House File 3522 on May 7, a package of veterans’ measures that sponsors said strengthens pay and services for veterans. Sen. Putnam said the bill increases pay for National Guard members who respond to emergencies, clarifies grant administration at the Department of Veterans Affairs, and formalizes a Commanders Task Force to advise the governor and legislature.
Sen. Rasmusson offered an amendment (A5) to create a pathway for veterans who did not complete high school due to military service to obtain a diploma; Putnam said the proposal was important but noted jurisdictional issues and accepted its withdrawal in deference to committee processes. Other amendments (A2/A5 described on the floor) were adopted, and the bill passed the Senate by a unanimous roll call (67–0).
Supporters described the bill as an opportunity to provide practical help for veterans and strengthen oversight of funds intended for veterans’ services. The bill passed without recorded opposition on the floor and will move forward for enrollment and final enactment steps.
