District reports 75 incidents, 5 confirmed HIB cases in midyear student‑safety data

At the June meeting, Mr. West presented the Student Safety Data System (SSDS) midyear report covering September–December, reporting 75 total incidents across the district and detailing categories and follow‑up actions.
Districtwide counts reported by Mr. West were: 47 incidents of violence, three vandalism incidents, 19 substance‑related incidents, one weapons offense and five confirmed harassment/intimidation/bullying (HIB) incidents. The report also listed 74 instances of restraint, seven seclusion events and 23 occurrences where both restraint and seclusion were used.
Mr. West explained the district’s criteria for confirming an HIB case: an incident must occur on school grounds or at a school function (or be motivated by a perceived characteristic), materially disrupt educational processes or others’ rights, and meet additional criteria such as causing emotional/physical harm, being insulting/demeaning, or creating a hostile environment.
He described routine follow‑up for confirmed HIB incidents and other reports: counseling and remediation, academic check‑ins, attendance monitoring, mentoring or INRS team interventions, coordination with outside partners (Effective School Solutions, teen center, student assistance counselors) and regular check‑ins with victims and alleged aggressors. Mr. West said the district conducts an eight‑prong school self‑assessment on HIB readiness and that the district scored 76 out of 78 for 2023–24.
Mr. West also said some increases in reporting reflect greater willingness to report concerns and underscored staff training for mandatory reporting. He told the board a comprehensive annual report will follow in the fall covering the full 2024–25 school year.
The board did not vote to adopt any new disciplinary policies during the presentation; Mr. West invited questions and said he will return with a full year’s HIB data in the fall.
