Consultant presents director-district reapportionment maps; no seated directors displaced

Shannon Bingham of Western Demographics presented proposed reapportionment maps to the Pueblo County School District 70 board, reporting estimated district growth of about 4,900 people since the last official count and explaining the state requirement to reabportionevery four years.
Bingham said the firm used housing counts from Pueblo County and average household-size estimates, partnered with county voter-list data and produced high-resolution mapping and legal descriptions. She identified four small 'shift areas' — three in Pueblo West and one in a transition area between Glendale and a neighboring community — adjusted to bring district variances close to statutory standards. Bingham said no seated directors would be displaced and that after adjustments the largest variance between director districts was roughly 43 people.
Board members asked about the potential to restructure the board (for example adding at-large seats); Bingham advised that restructuring (such as increasing seats from five to seven) is a legal/structural change and recommended consultation with the district’s attorney because her role is demography not legal counsel. She said the maps and legal descriptions would be provided to Pueblo County for use in voter lists and future elections.
