Board approves easements, sidewalk repair orders and Old Plank Road intergovernmental agreement
Summary

The De Pere Board of Public Works approved a series of infrastructure and pavement-related motions at its May 11 meeting, enabling several near-term construction and maintenance activities.
WPS easement for temporary power: To provide temporary power for the Municipal Service Center remodel, the board granted approval for a 12-foot-wide trench easement for utility work at 925 South 6th Street so WPS can trench and install a temporary transformer feed.
Storm-sewer easement: As part of the MSC project staff asked the board to authorize pursuing an easement to relocate and upsize storm sewer lines in front of the MSC; the board authorized staff to proceed with obtaining the easement from the affected property owner to enable the planned sewer tie-in.
Sidewalk repair orders (2026): Engineering reported 166 repair orders from the annual one-eighth inspection program. Property owners have until the end of June to complete repairs themselves or request extensions; charges over $1,000 remain eligible for a five-year payback option. The board approved the 2026 orders and special charges.
Gap sidewalk orders (2027): Staff presented the parcels identified under the city’s gap-sidewalk policy and the board ordered sidewalk installation on listed vacant/frontage parcels for 2027, with the same payback provisions.
Intergovernmental Old Plank Road agreement: Staff described a cost-share arrangement with the town of Ledge View to pulverize and resurface Old Plank Road; the board approved the intergovernmental agreement and staff will forward it to council.
