De Pere to open new yard waste site June 1 with PIN access; staff proposes winter closure

City staff reported the new yard waste/compost site at 2005 Commerce Drive is nearly complete and slated to open June 1 with automated gate access tied to an online registration system.
Residents will register through the city’s SeamlessDocs form with name, license-plate, vehicle description and contact information; the system issues a six-digit PIN that residents enter at the gate. License-plate cameras will record arrivals for compliance checks but staff said cameras do not automatically grant entry; staff will verify suspected misuse or excessive use and may investigate. An intercom will allow staff to remotely verify residency and buzz residents in during business hours. Phone registration will be available for residents without internet access.
Staff also recommended closing the site seasonally from Dec. 15 to March 15 in the first year to reduce plowing and maintenance during the non-growing season and to evaluate operations; the board indicated general support for trying that option and asked staff to bring more formal direction if needed. Staff said the new site will retain the same compost, wood-chip and brush-drop services as the old facility and that the old site will close once the new site is fully open.
