Staff reported Michigan Street averaged 561 vehicles per day and Charles Street east of Michigan averaged 324 vehicles per day. The standard warrant referenced by staff requires roughly 300 vehicles per hour on the major route and 200 per hour on the minor route (eight-hour average) for a four-way stop; the measured volumes and the lack of crash history and sight-line problems meant the warrants were not met. "We're not even close to the threshold," staff said in presenting the recommendation to take no action.
The board acknowledged the analysis and took no formal action; staff said counters and visual review are used when ongoing concerns arise and similar intersections may be reexamined if traffic patterns change.
