The Bonham City Council and municipal staff convened a council orientation workshop to review governance fundamentals, meeting procedures and transparency obligations.
Workshop topics included the council-manager form of government and the distinct responsibilities of the mayor, council members, the city manager and staff; sources of legislative authority such as the city charter, ordinances and resolutions; and agenda preparation and meeting procedures, including Robert’s Rules of Order. The session also covered relationships with boards and commissions — specifically the Planning & Zoning Commission, the Zoning Board of Adjustment and the Bonham Economic Development Corporation (BEDCO).
Officials and staff reviewed ethics and transparency requirements and the Texas Public Information Act/open-records obligations. Social media considerations for staff and elected officials, council communication protocols for requesting agenda items and communicating with staff, avoiding operational direction from councilmembers, handling citizen concerns and tracking service requests were also on the agenda.
The workshop was presented as training and informational review; the minutes do not record votes or formal council actions during the session.
