Council awards $4.55M contract to Dixie Overland for Westside secondary clarifier rehab

Project engineer Nikki Ingram presented agenda item N1 recommending award of a construction contract for Phase 1, a secondary clarifier rehabilitation project at the Westside Wastewater Treatment Plant. Ingram explained that the plant was built in 1966, secondary clarifier rake arms experienced structural failure and the equipment had passed its typical 25‑year useful life.
Sealed bids opened April 14 produced seven bidders. Nikki Ingram said the city's engineer's opinion of probable cost (OPC) was $7.5 million; the lowest responsive bidder was Dixie Overland Construction of Sibley, Louisiana, at $4,551,200. The council authorized the city manager to execute a 24‑month construction contract with Dixie Overland and adopted a resolution reserving the right to reimburse eligible expenditures with future debt.
The contract includes demolition of existing clarifier mechanisms, replacement of process piping and valves, structural concrete rehabilitation, electrical and SCADA upgrades, installation of a new non‑potable water system and associated site work. Construction is anticipated from June 2026 through June 2028.
