Tyler seeks $19 million from Texas Water Development Board for 2-million-gallon tank project

A representative for Tyler Water Utilities (Kate) asked the council to authorize submission of an application to the Texas Water Development Board’s Water Supply Infrastructure Grant program to fund an "upper pressure plane" elevated storage tank and associated transmission mains.
"We're applying for $19 million, which would fund 100% of the construction," Kate said, describing a new 2 million‑gallon elevated storage tank near Earl Campbell and Old Noonday Road. She told the council the project is essentially shovel-ready, that permits for construction have been obtained, and that the design is near 100% complete.
City staff said the grant program (made possible by House Bill 500) requires projects to address water loss, a regulatory violation, or new or additional water supply; staff said the tank would address a TXK elevated storage capacity violation. Kate said the application deadline is July 30, 2026 and award notifications are expected in January 2027; if funded, the project would need to be completed by 2031.
Council approved a resolution authorizing staff to submit the grant application. Council did not discuss matching funds in detail; the applicant said partial funding awards are possible and that the city would accept partial awards to advance the project if a full award is not granted.
