Rules committee adopts end‑of‑session housekeeping resolutions on parking, facilities, journal and interim operations

Mr. Murphy presented AR15, which authorizes the chief clerk and sergeant at arms to maintain facilities during the interim, including room scheduling, hearing‑room facilitation and support for educational programs such as YMCA Youth in Government. "This would authorize the chief clerk of the House and the chief sergeant of arms to maintain facilities during the interim," Murphy said. Members thanked staff for the work and adopted the resolution by voice vote.
Mr. Murphy also presented AR16, a journal resolution that authorizes the chief clerk to approve minutes for the last day of session and to include required constitutional communications — letters from the governor and notices from the secretary of state — in the supplement to the Journal; the committee adopted AR16 by voice vote.
Mister Gehring presented AR18, a new resolution that addresses the roughly one‑week period between the expiration of current member terms and the House’s organizational convening in January. Gehring said the resolution "authorizes the chief clerk to direct actions that conduct the orderly business of the House during that one week period until the speaker of the House is elected and duly organized." Representative Schultz asked why the language assigns mutual agreement responsibilities to designated leaders of the two largest incoming caucuses rather than to whichever caucus is largest; members and staff explained the language reflects historic practice and is intended to ensure an orderly, bipartisan transition for administrative decisions during the interim. The committee adopted AR18 by voice vote.
