Senate OKs higher-education conference report with targeted protections for students

Sen. Omar Fateh moved adoption and described several of the differences in the conference report, including $3 million for fraud prevention at Minnesota State, a small restoration of campus tree damage at Bemidji State, and other adjustments. The report also carries student protections such as priority registration for pregnant and parenting students and requirements that institutions clearly notify students when courses will not count toward degree requirements.
Floor members described both accomplishments and disappointments. Sen. Oumou Verbeten said she was "disappointed" that a statewide attainment goal and some regent-process changes were not accepted, but praised provisions that advance pregnant and parenting students’ priorities. Supporters characterized the conference agreement as pragmatic and bipartisan and urged approval. On final passage the bill was reported passed by a roll call of 52 yeas and 14 nays.
Next steps: the bill’s appropriations and statutory changes will be carried out by the Office of Higher Education and the affected institutions.
