Committee recommends $2.16 million award for Winnebago excess-flow holding basin

Lisa Odell, Deputy Director of Water Utilities, said the project constructs an earthen excess-flow holding basin to provide additional capacity in the sanitary sewer system upstream of Lake Winnebago. Odell told the committee the work is funded by the city's sanitary sewer tap fund and that the municipal bidding climate yielded a single responsive bidder; the city has experience with the contractor and staff expressed confidence in their work.
Council members asked about bidding qualifications and whether contractors must be pre-approved; Odell explained contractors must be able to bond the project, which self-selects bidders. A motion to forward TMP 3643 to the full council for approval passed by roll call: Chair Prior — aye; Vice Chair Raider — aye; Councilmember Carlyle — aye.
The award will be considered by the full council for final authorization.
