Committee advances $105,400 change order to recoat Boland Tank

The Public Works Committee voted to forward TMP 3686 to full council, recommending approval of change order number one to the agreement for project 205 (Boland Tank recoating) with Cunningham Sandblasting and Painting Company for an additional $105,400, producing a revised agreement total of $782,500 and a 20-day schedule extension.
Lisa Odell, Deputy Director of Water Utilities, said the original scope included a full interior coating and only cleaning and touch-ups of the exterior. After the initial exterior cleaning, staff determined a full exterior recoat would provide better long-term value. Odell said the full recoat allows the city to select a thicker, more durable material; she estimated the recoating should last 10 to 15 years and still require periodic power washing.
Committee members asked where the change-order funds would come from. Odell said the project was budgeted at about $1.1–$1.2 million and the low original bid (under $700,000) provided room in that budget to select the higher-value recoat.
A motion to forward TMP 3686 to council carried by roll call: Chair Prior — aye; Vice Chair Raider — aye; Councilmember Carlyle — aye. The item will be considered by the full council at a subsequent meeting.
