Committee forwards $3.58 million curb-repair contract to council

The Lee's Summit Public Works Committee voted to forward TMP 3683 to the full City Council with a recommendation of approval, recommending award of project P-297 for the curb repair FY27 program to Phoenix Concrete LLC for $3,581,328.26.
Finch Meager, project manager with Public Works, told the committee the program covers five areas, will replace almost 19 miles of curb and bring 125 sidewalk ramps up to current Americans with Disabilities Act specifications. Meager said the curbs being replaced were installed between 1990 and 2005 and that the city is switching from a limestone aggregate to a granite aggregate mix to reduce freeze-thaw deterioration.
Meager said the program is an advance of next year’s overlay program and described the funding sources as the 2017 capital improvement program (CIP) sales tax and the transportation sales tax, not the city's general fund. Committee members asked whether the work would come from dedicated funds and Meager confirmed the project is funded by those dedicated sources.
After discussion, a motion to forward TMP 3683 to the full council for approval carried by roll call: Chair Prior — aye; Vice Chair Raider — aye; Councilmember Carlyle — aye. The committee did not record any abstentions or no votes.
The award advances a multiyear curb replacement program staff said began with more than 600 miles of curb and has brought the remaining list to under 200 miles. The item will appear on a future full council agenda for final approval.
