Cannabis Regulatory Commission approves ownership transfers, licenses, a site modification and a background-check waiver

The New Jersey Cannabis Regulatory Commission on May 14 approved a package of licensing and enforcement actions and granted a limited waiver of background checks for certain line-level adult‑use employees.
The commission voted to approve nine ownership-change applications after staff told the board that all individuals required to be vetted had satisfied regulatory review. The roll call recorded Commissioner Mapp, Commissioner Nash, Vice Chair Ferraro and the Chair as voting yes and the motion passed.
In a separate vote the board approved a site modification for Air Wellness that reduces its cultivation canopy tier from tier six to tier one (not to exceed 10,000 square feet). Vice Chair Ferraro recused herself from discussion and voting on that item because of an ongoing professional relationship; the recusal was noted on the record and the motion passed with the remaining commissioners voting in favor.
The CRC also approved one conditional annual conversion (a retailer) and five annual licenses (three cultivators, one manufacturer and one retailer) after staff said the applications had completed priority assignment, completeness and qualification reviews. The board granted an administrative extension through Aug. 1, 2026 for a licensee with a portfolio of 12 medical licenses while related litigation is pending, again following legal counsel's recommendation.
Chief Counsel announced a settlement to resolve violation INV‑74‑25 against Green Medicine consistent with the commission's executive-session discussion; the board voted to approve the settlement. The commission also considered NOV INV‑33‑2026 for Culture Craft Cannabis Collective (cited for storing product in an unsecured area) and approved a fine of $2,000 after board members emphasized the importance of compliance.
On a staff-recommended waiver request filed by the New Jersey Cannabis Trade Association, the board voted to waive the fingerprint/background-check requirement in NJAC 17:30‑7.12 for line-level or entry-level employees and volunteers at adult‑use licensed entities who are not owners, principals or managers. Chief Counsel and staff clarified that badging and tracking requirements would remain in place and that management, owners and principals would still be subject to background checks. The waiver stems from statutory authority in S4847 and applies to adult‑use operations only; medical-only operators remain subject to the existing background-check requirements.
Next steps noted by staff: updated slide decks and the commission's unedited report will be posted on the CRC website; the next public meeting is scheduled for July 9 at 11:00 a.m.
