Trustee presses for details as board approves $924,895 change order for John Humphrey House

The Orland Park Village Board on May 18 approved Change Order No. 4 and Contract Amendment D with Kraus Construction Inc. to repair the shower and complete work at the John Humphrey House, increasing the total not-to-exceed contract amount to $924,895.
Trustee Lawrence moved the measure. During discussion Trustee Lawler expressed concern about the cumulative cost and asked staff to provide a detailed scope of work and a punch list indicating which items will be completed before the planned grand reopening. "For $924,000, we spent a lot of money doing, you know, some plumbing work, some HVAC work and some electrical work... it doesn't add up to $924,000," Lawler said, asking the administration to press contractors and staff for clearer accountability and documentation.
A village staff member responding during the item said the project traces to a 2021 historic structures strategic plan and an RFP issued in April 2024; components and unique elements of renovating a historic home have increased costs. "The history of this project actually goes back to 2021... because it's a historical home... the costs do go up when you try to retrofit a 1800s home," the staff member said.
Trustees voted by roll call to approve the change order and amendment after the discussion. The motion passed with recorded affirmative votes and no recorded opposition.
Next steps: staff will provide or has agreed to provide a full scope and punch list of outstanding work and will continue procurement and construction to prepare for the grand opening. The board did not delay the approval, choosing to complete the immediate phase while staff finalizes remaining items.
