Commissioners approve several appointments; 4–3 split on ABC Board pick

The Scotland County Board of Commissioners approved a slate of board and committee appointments on April 6 and split 4–3 on one contested ABC Board seat.
Vice Chair O'Neal moved to appoint Jay Todd and Jimmy Bennett to the Board of Equalization and Review and made other routine appointments that passed unanimously. A separate motion to appoint Beatrice Sams to the ABC Board passed 4–3 after Commissioners Williams, McPhatter and Edge voted in opposition and argued that Effie McGill — the widow of former member Larry McGill — should fill the unexpired term. Vice Chair O'Neal and others said ABC Board Chair L. Butler recommended Sams; the Board recorded the close vote and moved on to other business.
County Manager Snead gave several administrative updates. She reported near-completion of the North Turnpike water line pending Department of Transportation inspections; preliminary inspection work remaining at the John Blue House; and the release of a public-safety audit covering 911, EMS and the Sheriff’s Office for further review. On employee benefits, Snead said four brokerage firms reviewed the county's health plan and Mark III remains the provider because no cost savings were found elsewhere. On corrections planning, the county issued two RFPs for a regional jail feasibility study and for a study of renovating the existing jail and courthouse. Two responses to the regional-jail RFP were received by March 31, 2026, with proposals at approximately $100,000 and $74,675; both vendors estimated about 17 weeks to complete the work.
Commissioners also discussed local priorities: Commissioner Shelley urged renewed attention to a local sales-tax referendum idea (a 1/4-cent sales tax discussed in 2024) as a revenue source that would broaden the tax base; Vice Chair O'Neal suggested temporarily raising the mileage reimbursement for staff. The Board took no formal vote on those budget-strategy ideas during the meeting.
What comes next: budget meetings scheduled in April will include insurance-plan discussions (Snead said a detailed review is planned at the April 22 budget meeting), and the county will evaluate proposals from vendors who responded to the RFPs for jail planning.
