Council briefed on 2024 International Fire Code adoption and final parks & trails master plan; votes expected in June

Fire Chief Chris Black told the council the city aims to adopt the 2024 International Fire Code to align the fire code with recently updated inspection and code‑enforcement standards. Chief Black highlighted new provisions for lithium‑ion battery storage, updated sprinkler and alarm rules, occupiable roofs and expanded carbon‑monoxide detector requirements to improve public safety in newer building types.

Planning staff briefed the council on a package of rezoning requests, specific‑use permits and site plans — many for HUD‑code manufactured homes, billboards and commercial site plans — and reported planning and zoning recommended approval with conditions (e.g., HUD year thresholds, tiedowns, skirting/underpinning, aesthetic requirements). Reed Russell summarized an Opportunity Zones resolution that would show local support for federal Opportunity Zone nominations to promote private investment in eligible census tracts.

Parks staff presented the final Parks & Trails Master Plan prepared with Norris Design. The plan, based on public input and three public meetings, sets short‑, mid‑ and long‑term priorities across parks, trails, community centers and events with funding source suggestions. Immediate priorities include trail connectivity, shade canopy, restroom and ADA improvements and a permanent multi‑use event facility; the document will come back for a June 8 vote.

The council approved a broad consent agenda during the meeting that included airport agreements, grant submissions, an HVAC upgrade contract using an energy conservation grant, historic marker placements, and other routine items; it also conducted multiple public hearings and approved several ordinances and site‑plan items by voice vote.
