The Salem Central School District Board of Education on Monday unanimously approved tenure for three faculty members and cleared a slate of personnel and operational items ahead of next week's budget vote. The board voted, on a motion by John and seconded by Jen, to grant tenure effective Sept. 1, 2026, to Connor West (physical education), Taylor Ginsky (music) and Danielle Pelino (special education). The motion carried 5'0''0' for/0 against.
Board members opened the meeting by honoring the three teachers. A colleague who introduced Danielle Pelino praised her 11 years in the district across roles including reading teacher and special education, and highlighted her work as union president and athletic coach. Administrators read letters of support for Taylor Ginsky and Connor West, noting instructional and extracurricular contributions.
After tenure and recognition, the board approved a set of routine consent‑agenda items including substitute and long‑term substitute appointments (Barbara Crash; Stacy Parker), an amendment to a bus driver appointment (Wendy Ward), mentor assignments, and a retirement payout calculation for a staff member (detailed in the meeting agenda). Each consent item passed by voice vote with the five‑member board recorded as in favor.
The board formally adopted a Board of Education Operating Manual after discussion about its purpose. Members agreed the manual is a non‑regulatory, living reference to help new members and standardize procedures; the administration said paper and electronic copies will be posted once adopted. "By voting on it, we are the five of us implicitly all saying we are agreeing to this being our operating manual," one board member said during discussion.
The board also accepted gifts for teacher grants from local donors (approximately $975 and $949.77) and approved a July student field trip to an education center in Croghan, New York. A separate resolution authorizing the district's participation with a regional information center to streamline Ed Law 2‑D (student data privacy) vetting procedures passed 5'0''' in favor; the administration told the board the regional approach lets the district "piggyback" on existing vendor vetting rather than vet every vendor independently.
What's next: The district reminded voters that the budget vote is scheduled for next Tuesday from 8 a.m. to 8 p.m. at the high school (room 418). Administrators said a short meeting next week will finalize reserve actions tied to the budget results and present two memoranda of agreement related to nurse compensation.
Authorities referenced in the meeting included federal student‑privacy requirements (FERPA) and New York's Education Law 'd (Ed Law 2‑D), discussed as the legal background for the data‑privacy resolution.
