Board members moved to defer the appointment of a permanent chair until a full board could attend and temporarily appointed Dr. B to preside over the meeting.
At the meeting start the clerk called the roll and noted a quorum was present but the vice chair, Mr. Simmons, was not in attendance. A member moved to move the chair appointment ahead of the public hearing so the board could address it; members discussed options including electing a chair from those present or deferring until the next meeting.
"I suggest we defer it until we have the full board here," one member said; Miss Sherrod moved to defer and Miss Woodard seconded the motion. The board then voted by roll call; Bib, Woodard, Sherrod and the vice-checker (recorded in the minutes as present) voted yes and the motion to defer passed 4-0. The board confirmed Dr. B would act as chair for this meeting.
The meeting proceeded with the public hearing and later business while Dr. B presided.
