The Cass County Board of Zoning Adjustments on April 1 approved a special-use permit for Clear Creek Ministries at 26718 South Little Road in Garden City, following a unanimous recommendation from the county planning board.
Valerie, a Codes and Zoning staff member, told the board the planning board had heard the application the previous week and voted 6–0 in favor after three people spoke in support and two spoke in opposition; the staff packet also included emails from a neighboring property owner. "There was one amendment to the SUP, and that was after the RVs leave for 30 days, they have to be gone for 2 weeks before they can come back," Valerie said, describing a condition added by the planning board.
At the BZA meeting the chair opened the podium for public comment and recorded that no one stepped forward. The chair then called for a motion; the minutes record a motion and second and the chair announced the vote as "Two votes for, zero against." The transcript shows board members Bob Houston and Jeff Fletcher present and voting in favor; Mark Orwin was noted as absent.
Meeting materials and the chair's statement list the application as 33181, though the spoken record later refers to "3181" during the public-comment prompt; the file number is recorded here as shown in the meeting materials (33181) with that inconsistency noted in the transcript. The application was identified in the materials as submitted by Doyle Yoder on behalf of Clear Creek Ministries.
The planning-board amendment clarified the board’s expectation about temporary RV occupancy: if RVs remain for a continuous 30-day period, they must vacate the site for two weeks before returning. The BZA did not receive public opposition at its hearing and approved the permit.
The BZA adjourned after completing this and other routine items. The chair indicated the regular commission meeting would begin in about one minute.
Next steps: The permit was approved by the BZA at the April 1 meeting; the transcript does not record subsequent administrative steps or an effective date for the permit.
