City staff, council updates: Met Council stipulation, council approval of Forest View Estates and cell-tower ban at Cooland Camp Park

City staff told the Planning Commission that the City Council recently entered a stipulation agreement with the Metropolitan Council under which the city will not object to any portion of the system statement, and the Met Council agreed not to penalize Forest Lake if it exceeds its residential household forecast. Staff said Planning Department staff, City Attorney Amanda Johnson, and Mayor Roberts will present to the Metropolitan Council’s Land Use Advisory Committee next week to explain the city’s emerging suburban-community classification and discuss minimum density requirements and interpretations of net-acreage exemptions.

Council member Jeff Larson briefed the commission on a recent full-house City Council meeting that approved the Forest View Estates plat after extended public testimony and staff review. Larson said the council received extensive public input and that the decision was difficult but ultimately carried. Larson also said the council passed a separate motion prohibiting the placement of cellular towers in Cooland Camp Park, citing conditions tied to a DNR grant for that park property. He said there was no permit request for a tower but the motion was passed to prevent erecting towers in the park area.

Commissioners used the update to continue a broader discussion about development policy in Forest Lake: whether rules should be changed to reduce time and cost for developers seeking variances; how cul-de-sac length affects emergency access and community safety; and whether a joint planning commission–city council workshop would help align policy expectations. Staff recommended streamlining the public input cadence by encouraging neighborhood meetings at the concept-plan stage so neighborhood concerns can be folded into preliminary plats and reduce repeated hearings.

Upcoming items staff flagged for the planning commission include concept-plan review of Sheelander Woods (property east of Amberly Woods) and a Clear Lake Apartments concept in the multi-tenant zone near County Road 97 and Clear Lake; neighborhood meetings are planned for those concepts.

What’s next: staff and elected leaders will present to LUAC next week on the Met Council stipulation; concept plans for Sheelander Woods and Clear Lake Apartments will return for neighborhood meetings and preliminary formal review.
