PSC approves Assurance Wireless expansion of eligible lifeline service area, allows dynamic partial wire‑center designations

The Public Service Commission voted to grant Assurance Wireless’ petition to expand its Eligible Telecommunications Carrier (ETC) service area to the footprint of T‑Mobile following that carrier’s network changes, permitting partial wire‑center designations and authorizing a delegated process for dynamic future expansions.

Assurance asked for a waiver of the wire‑center rule to allow designations for partial wire centers covered by T‑Mobile’s footprint and requested that future territory additions be processed dynamically as T‑Mobile installs facilities. Chair Strand said expanding lifeline availability for low‑income customers “provides an extremely strong benefit to the public” and approved the petition while noting the importance of preserving public visibility into which carriers serve particular areas.

Commissioners discussed tradeoffs between administrative burdens related to mapping (zip codes, census blocks or geospatial files) and the public benefit of expanding lifeline coverage. The commission approved the expanded areas as filed, favored maintaining ongoing visibility into provider coverage, and delegated future dynamic approvals to the division administrator with the option to bring any contentious requests back to the full commission.

Effect: The decision makes it administratively easier for Assurance to serve low‑income customers across the expanded footprint while retaining tools for the commission and staff to ensure public notice and oversight.
