City staff reported early results from Chester's new 'citizen request' button during the May 13 meeting, describing usage and operational changes intended to improve service delivery.
Justin Tibbles, special assistant to the mayor, said the city recorded 231 submissions in the first month and has completed 67 requests. He provided a breakdown of types: 70 abandoned-vehicle reports, 72 trash/recycling/dumping complaints, 49 code violations, 32 road concerns and seven park-facility issues. Tibbles said staff had towed about 50 abandoned vehicles after reports filed through the system.
On response times, Tibbles said staff generally begins processing reports within about a week but that resolution times vary by issue: "our turnaround time on at least looking at it and starting to get the process started is generally about a week," he said, while code-enforcement matters can take longer because of legally required notice and citation processes. He emphasized the system's tracking and email-update features as a way for residents to monitor progress and encouraged continued reporting by phone or the app for issues that need immediate attention.
The mayor's office and departments described the launch as an all-hands effort; staff urged residents to use the app, call city hall or visit in person to ensure requests are logged and tracked.
