Board approves Powerlex EV chargers and vendor contracts for two elementary schools

Martin Cervantes, director of facilities, presented bond-program item 7.1 seeking approval of a technology purchase agreement with Powerlex to install four Level 2 chargers at Hoover Community School and four Level 2 chargers at Roy Cloud School, plus three years of PowerFlex software and support. Cervantes said Powerlex was selected following an RFP process under public contract code 20118.2 and was chosen based on qualifications and overall value.

Arthur Singh, NV5 consultant, explained typical district practice on charger rates and suggested recovering at least operational costs; he said PowerFlex arrangements would return roughly 93% of collected revenue to the district after a 7% fee. Trustees also clarified this item was for new chargers (not a rip-and-replace) and that installation was included in the bond/solar Phase 2 budget.

The board moved and approved the purchase agreement and later approved a separate $70,520 agreement with Atlas Pazari Electric (lowest responsive direct bid) to install replacement units where needed. The board recorded voice votes of approval on each motion.

What happens next: Staff will complete procurement steps and schedule summer installation; staff also offered to return with more formal rate recommendations for charger use and any employee-specific benefits.
