Cass County approves vacation of unbuilt roads in Dickinson Manor subdivision

Cass County commissioners voted May 13 to approve Resolution 2644, allowing the vacation of certain platted but unconstructed roadways within the Dickinson Manor subdivision so the property owner can reconfigure parcels for sale, county staff said.
The action followed a staff report from Valerie McCovven, who said Dickinson Manor is an older subdivision divided into many small, platted lots; the west half was never developed and contains platted roads that were never built. The petition before the commission requests vacating those unconstructed rights-of-way to enable replatting into larger lots suitable for homesteads.
During the public comment period, Jim Gamble, a realtor with Keller Williams who said he assisted the property owners, told the commission the existing configuration made it difficult to sell the parcels. "Four families will have the opportunity to build their homestead on a beautiful piece of Cass County property and create roots there for years to come," Gamble said, thanking county staff, surveyors and township representatives for their help.
According to Gamble, the property involved had previously been divided into about 47 individual lots with no developed roads; the owner is seeking to combine those parcels into larger, roughly 5-acre homestead lots so they are more marketable. Gamble named Bud and Jess Littleton as the property owners who supported the replatting effort and said one owner currently resides out of state.
The public comment period closed with no speakers opposing the petition. The chair then called for the vote; the transcript records the result as "Two votes for zero against," and the chair declared Resolution 2644 passed. The meeting record also notes one commissioner was absent.
Next steps are administrative: if the vacation is recorded, the owner may proceed with the replatting process under county procedures and coordinate any required subdivision or permitting reviews with staff.
