Equity Advisory Committee outlines priorities, proposes $100,000 civic infrastructure project

Anne Nelson Stoner, Equity Manager, presented highlights from the Equity Advisory Committee meeting held Feb. 20, 2023. The EAC’s priorities include supporting the Equity Engagement Manager, strengthening internal equity foundations, developing an Equity Action Plan and residents’ guides, updating the Public Participation Plan and stipend policy, and identifying opportunities for direct action.
As an example of direct action, the EAC discussed a project idea to request approximately $100,000 to build civic infrastructure to support equity work, with steps that include developing a project proposal, obtaining approvals from the Federal Highway Administration (FHWA) and the CCRPC board, and defining funding availability (noted as a July timeline). Charlie Baker clarified that the EAC will run allocation recommendations through the committee and the board will make final decisions; bylaws do not currently specify distribution methods.
Anne Nelson Stoner also described engagement work to involve Chittenden County residents in projects such as the Winooski Walk/Bike Plan and noted two University of Vermont interns, Grace Colbeth and Annika Zimmerman, are assisting with a Guide to Community Engagement and a Residents Guide to the CCRPC.
Members asked for clarification on funding authority and the robustness of institutional support; Anne Nelson Stoner said the process for allocating Transportation funding recommendations will mirror existing processes where advisory committees recommend allocations and the board decides. Bard Hill and Mike O’Brien pressed for clarity about oversight and the scope of equity work, and Anne Nelson Stoner said the EAC is taking a broad approach to include historically underrepresented communities.
