La Plata adopts AI policy, sets July rollout and human-review requirement

The council voted May 12 to adopt a town Artificial Intelligence (AI) policy intended to govern municipal use of generative and other AI technologies. The policy – adopted as Resolution 26-30 – organizes expectations around six core principles: transparency, privacy, equity, fiscal responsibility, accountability and safety.
Town Manager Chuck Stevens told council the policy requires that any AI-generated outputs be reviewed for accuracy by a human before public release or internal reliance, directs oversight to the town manager, and establishes Article 9 training and reporting requirements for staff. Stevens said staff will roll out the policy slowly and start in a low-risk tier of administrative uses, such as draft staff reports and meeting notes, before expanding to higher‑risk applications.
The policy includes an Appendix A listing currently approved AI tools and delegates authority to the town manager to update the list administratively as technologies evolve. Stevens said the delayed effective date (July 1) gives staff time to develop training and marking/watermark standards to indicate when AI assisted a document’s creation.
Council members broadly praised the policy’s cautious approach and emphasis on human review and training. The resolution passed by voice vote.
