Board authorizes director to sign MS4 annual report after staff outlines wet-weather testing needs

The Bristol Board of Public Works voted to authorize the director of public works to sign and file the city's MS4 (municipal separate storm sewer) annual report after staff and consultants outlined compliance work and testing needs.

The board's director presented the report, saying MS4 is a compliance document required by the permit and that the city must perform wet-weather outfall sampling at 25 outfalls in 2026 to identify the six worst-performing sites for ongoing monitoring. "One of the main things we have to address is the wet weather sampling," the director said, noting that qualifying storm windows and staffing constraints complicate scheduling.

Why it matters: MS4 compliance ties to the city's stormwater permit and long-term water-quality goals. The sampling program is intended to demonstrate whether public-education, illicit-discharge programs and construction oversight are improving stormwater quality and to identify problem outfalls for continued testing and remediation.

During discussion, a representative of BL Companies said the firm revised the city's wet-weather outfall sampling plan to include a map and schedule and prioritize outfalls in impaired watersheds. "We've identified the outfalls to be sampled in April and are coordinating with staff to proactively plan," the BL Companies representative said, describing use of 10-day forecasts to avoid purely reactive overtime sampling.

The board moved that the director be authorized to sign the MS4 report and place it on file; the motion was seconded and carried on a voice vote. The director and consultant said they would continue coordinating sampling logistics and public-education elements tied to the permit.

Next steps: Staff will implement the revised sampling schedule, begin the wet-weather sampling program this spring as conditions permit, and file the signed MS4 report as authorized by the board.
