The Board of Finance voted Tuesday night to advance capital work on two police facilities, approving an immediate appropriation for one project and a separate resolution to modify and expand funding for another.
Chair (Speaker 2) opened the meeting and the board moved quickly into two funding measures. Committee member (Speaker 4) moved to appropriate $22,800,000 from the capital projects fund for upgrades to the Police Port Complex’s heating and electrical systems; the motion was seconded by Clerk (Speaker 3) and carried on an affirmative vote.
The meeting’s central item was a formal resolution to modify the project scope of a previously authorized appropriation for the Police Court Complex MEP (mechanical, electrical and plumbing) upgrades. Committee member (Speaker 1) recommended that the board modify the description of a $3,100,000 appropriation and authorize an additional $2,800,000 for an aggregate appropriation of $5,900,000, with bond and note financing to cover the added amount. The resolution included a waiver of reading the full text into the minutes and a recommendation that the matter be forwarded to a joint meeting of the city council and the Board of Finance.
Staff member (Speaker 5), who explained the budget details during discussion, said the change had already been included in the capital budget for the 07/01 cycle and that the primary revision was to make the project’s description and scope clearer. "We're just moving this up and we're changing the description," the staff member said, adding that design funds for a garage over the police department remained in the appropriation. Chair (Speaker 2) clarified that the funding would cover the complex itself and specifically exclude the parking facility.
A roll-call was held for the resolution to modify the Police Court Complex appropriation; members present recorded affirmative votes and the motion passed. The board then moved to adjourn; Clerk (Speaker 3) called the motion, it was seconded, and the meeting ended.

The board adjourned after completing the agenda.
