Board advances $600,000 for Page Park revitalization and authorizes $10.65 million bond plan
Summary
Board of Finance approved a $600,000 appropriation transfer to keep Page Park Phase 2 on schedule and voted to authorize issuing up to $10.65 million in bonds or notes to finance the project. Staff said bids and rock removal estimates made an advance appropriation necessary to begin construction this spring; both actions were recommended to a joint City Council/Board of Finance meeting.

The Board of Finance approved an additional appropriation of $600,000 and recommended that action to a joint meeting of the City Council and Board of Finance so work on Phase 2 of the Page Park revitalization can proceed.
Staff member (Speaker 7) described Phase 2 work as creating an access road at Perry Spinelli Pavilion, building a 60-space parking lot and a roundabout to service the pavilion, and beginning construction of the great lawn. "It's actually a multiyear project," the staff member said, noting $10,050,000 has been appropriated to date, $9,500,000 is requested for next year, and the total project cost is approximately $19,500,000.
Speaker 8, who reviewed procurement numbers, said the lowest base bid was $2,600,000 but that vendor estimates for rock removal pushed the effective low bid to about $3,300,000. Speaker 8 said roughly $2.7 million is currently available and appropriated; the board was asked to move $600,000 forward from the fiscal year 2027 request to award the contract now and break ground in spring instead of waiting until summer.
Committee member (Speaker 6) moved a resolution to appropriate the additional $600,000; the Clerk (Speaker 5) conducted roll call in which members answered affirmatively and the Chair declared the motion carried. Committee member (Speaker 6) then moved a separate resolution authorizing issuance of bonds or notes in the aggregate amount of $10,650,000 to finance the Page Park appropriation; that motion also passed and was recommended to the joint meeting of the City Council and Board of Finance.
The board recorded no detailed vote tallies in the transcript excerpt beyond members' affirmative responses and the Chair's announcement that both motions carried. The staff presentation indicated the appropriation and bond authorization are intended to keep the project on the current construction schedule and allow the city to award the contract this spring.
