Commissioners proposed alternate sites including Wilson Park on King Street, a downtown pocket park, and possible placement near the parking garage, where visibility and foot traffic are higher.
One commissioner suggested the work could be a downtown attraction if placed where it draws visitors, noting it could become one of several public-art pieces across the city. After discussion and attempts to clarify whether a 'yes' vote would put the sculpture on the green, the chair called for a roll-call-style check of hands and the motion failed.
Staff will continue to work with the Arts and Culture Commission on feasible locations and maintenance arrangements; no installation at Federal Hill Green will proceed without future board approval.
