Board of Finance approves consent agenda, turf equipment bid waiver and a police grant transfer

A committee member moved to approve the consent agenda and recommend it to the joint meeting of the city council and board of finance; the motion was seconded and carried with recorded “ayes.”
During the Parks & Recreation portion of the meeting, staff requested a sole‑source bid waiver to purchase a PTO‑sixty sports turf renovation attachment. Parks staff said the attachment is a new piece of equipment to improve efficiency on municipal and Board of Education fields; if it breaks the department would revert to manual work and mechanic repairs. The board voted to approve the bid waiver after members raised questions about redundancy and service plans.
The board also approved a motion to transfer $12,952 from the general fund contingency account and to appropriate $25,904 within the special grants and donation fund for a State of Connecticut grant (DSET), recommending the action be forwarded to the joint meeting of the city council and board of finance.
Separately, the board approved a one‑year extension of a consulting agreement with Boerne Wealth Consulting through Oct. 31, 2027, citing satisfactory performance and noting the district will issue an RFP next year. The extension carried with recorded ayes.
The Board of Finance recessed briefly to begin the Board of Education hearing and later adjourned after the education presentation. Meeting minutes and presentation materials will be shared by email on request.
