Commission says FY27 budget hinges on ECS funding and SAFER grant outcome

The Bristol Fire Commission spent substantial time on preliminary fiscal year 2027 budget constraints, with the Chair saying the department cannot finalize its budget until the city knows whether the state will increase Education Cost Sharing (ECS) and whether the federal SAFER recruitment grant will open.
Chair (agency official) said ECS funding and the state's foundation amount have not changed since 2013 and provided a local per-student figure, observing "in Bristol, it costs more like somewhere between 18 and 20,000 per student." The chair emphasized that additional ECS dollars flow through the city budget as revenue and can reduce the mill rate; conversely, uncertainty about those funds and the SAFER grant forces the city to consider spending-cap-driven choices. The chair added the state enforces a spending cap (2.68%), and exceeding it can reduce state grant eligibility.
The commission reviewed calendar steps: board of finance adopts a budget on April 28, the joint committee meets May 18, and the state legislature adjourns May 6. Chair said the department is "holding" roughly $570,000 in contingency in case a SAFER grant award allows hiring and academy attendance, but warned that if the SAFER grant is not open by the joint committee meeting, the department will likely need to remove that item from the budget and attempt it next year.
Commissioners discussed bonding capacity and noted savings from the Station 3 project returned to a bond savings account, which increases capacity for other capital projects. No formal budget decisions were made; commissioners said they will revisit numbers once ECS and SAFER grant decisions are clearer.
